Communication Between People:
First of all, the current United States Congress has about a 7-10% approval rating, is gridlocked, and most importantly is 100% influenced, and corrupted by BIG money and after the Citizen's United and McCutcheon vs. FEC Supreme Court decisions, congress will be influenced by BIG money as long as we can conceive.  Even Obama bends over backwards for Wall street and the majority of all government communications and decisions happen in secret and are just voted on in public for formality.  So I challenge you in asking what the MOST important purpose of Congress is?  We believe that "public COMMUNICATION between the people's representatives on behalf of the people" to help normal people communicate on important issues across the country (and / or the world) is the most important purpose.  The primary purpose of a legislature or congress can Not be decision making, not bills, not laws. It must be public Communication!  Without communication between people, it is impossible to make decisions, bills or laws on behalf of people.  Yet the US Congress is currently more effective in creating communication between Lobbyists, Corporations, and the richest of the rich to be represented at hearings and secret meetings, than it is in creating public communication between actual everyday people.  In other words, currently in the United States, and in much of the world, we no longer have a basic communication system between people because government systems have been increasingly co-opted and corrupted by money and business interests, that they now primarily only serve communications for the purpose of BIG money, Lobbyists, and Corporations in the decision making in the processes of our government institutions.  By creating a People's Parallel Congress we can immediately and minimally restore basic communications between people, without influence and corruption from BIG money and corporate lobbyists.  Its really just that simple, if we can't even communicate freely as people, how ca
n we even begin to move a people's agenda forward? And this is just the first reason...

Analysis & Data: Between the People's Decisions and the Current Congress:
The next reason is that the People's Parallel Congress that represents the people with no business or corporate interests will vote on every bill, law, and proposal that is brought before the actual US Congress.  These votes will be recorded as data, and be directly analyzed to see the difference in voting patterns between the actual elected official representatives influenced by big money, lobbyists, and corporations, and the people's representatives that only represent PEOPLE without big money, lobbyists, and corporate influence.  This is just basic data and without this data we really have no idea what the people's needs and interests really are when our government institutions are so overwhelmed by Big money, corporate and lobby influences.  

Training for Official Candidates:
The third reason for a People's Parallel Congress is that it can be used as a direct training ground for normal everyday people to get experience within congressional government processes to build the skills and knowledge to better prepare them for becoming an official representative either within local, state, or national government.  With many local and state elected officials having term limits, and the long timeframes it takes to learn how to "work" within the system and accomplish goals within difficult government processes, getting years even decades of experience within an unofficial government decision making body could be the edge that people need to get a running start when they are eventually elected to be an official representative.  If done well, people who have experience within the People's Parallel Congress may have skills and experience that give them an edge in elections over people who only have local experience, or no government experience at all.

And that brings us to the last but not least reason.  All of the representatives of the People's Parallel Congress can run as a single slate in elections across the country within a single national campaign.  By running as a single campaign instead of 100's of fragmented individual campaigns, there is a MUCH higher chance of getting our message to the public.  By running candidates against every single incumbent representative who takes BIG Money, works directly with lobbyists and is influenced by corporations, we can take back the actual official United States Congress overtime.  This will not happen overnight, but it is possible that the best way to fight BIG Money is with no or very little money, and the only way to do that is a HUGE national campaign where everyone works together to make it happen by running a slate of candidates in all congressional districts simultaneously.  Although the national campaign itself may have a lot of money, in comparison, each individual election would spend a fraction of the money that typical campaigns spend, in the end it is up to the people to decide if they want to continue to vote for candidates backed by BIG Money, or if they are ready to vote for people that only represent people.  Currently there is little to no option to the latter, and if we work together and willing give our fourtions as the delegation of indepenentce states, we can and will give people the choice they deserve, and eventually take our congress back for the people again.

The fifth Reason is that with People's Parallel Governance systems, we have much more leverage and ability to experiment with different structures, models, and systems of voting and representation that otherwise would be impossible to get data on.  Though experimentation we can create better ways of making decisions both locally, nationally, and globally, and eventually inter-planetarily.  Local districts are by nature fragmentary and ,  the senate is disproportional,  the UN is disproportional.  re-think districts to see what would happen is the country wasn't jury maundered. etc.. . . . . .
